Hi Siamese

There's a birth on FreeBMD in Q3 of 1912 for an Owen C K Williams in Thornbury Reg District, mother's maiden name = Neale.  I know it's a year out, but could that be your man, perhaps?

Edited to add: Just found a marriage between a William Embley Williams, s/o Edward Williams, and an Ethel Louise Neale, d/o James Thomas Neale, at St Peter's, Almondsbury on 20 Apr 1904.  William is 22, Ethel Louise is 20.  Link is here

Edited again to add: Christening for William Embley ...
